Project Cycle Management, PCM, is a tool used by most of the global multi-lateral development agencies: from the EU to the World Bank, to identify and formulate projects. This course has been designed to appeal to students interested in the aid/development sector as well as students who are interested in logical models that can be applied to project design. The course is organized in 8 teaching blocks: 1.%09Introduction to PCM- Project as a Concept- The Cycle of Operations: PDCA- Analytical process generating a well defined product - Linking Projects to Policies2.%09Programming- National Indicative Programming (NLTPS, PRSP); - World Bank Indicative Programming- EU Indicative Programming- Linking Policies, Programs and Projects3.%09Identification - Stakeholders Analysis- Problems Analysis- Objectives Hierarchy- Building the Intervention Logic4.%09Formulation- The Log Frame Matrix: Structure and Content- Assumptions; - Risks; - Indicators; - Sources of Verification; - Practical Suggestions on How to Manage the Log Frame Matrix5.%09The Planning Phase- How to define a time spam for a project- How to prepare a budget6.%09Implementation and Reporting- Types, Contents and Objectives of Project Reports- Procurement Methods- Evaluation Grids- Types of Contracts7.%09Monitoring & Evaluation- Introduction to the concepts of Monitoring and Evaluation.- The ROM Approach- Evaluation CriteriaThe general approach is guided by the ultimate goal of having a Log Frame Matrix (EC template) designed by the end of the course. In order to achieve such a goal, the trainees will undergo through a logical process involving specific assignments: - Selection of a project concept; - Analysis of the relevance and coherency of selected concept;- Identification of the stakeholders involved in the project concept and selection of the target group;- Elaboration of the problem tree;- Establishment of the objectives hierarchy;- Preparation of the project%E2%80%99s logframe;
