EULoS - European Union and the Law of the Sea

The interaction between the Law of the Sea and EU law is an area of increasing importance, which has nonetheless so far attracted too little attention.The role of the EU with regard to the rights and duties implied in the use of world%E2%80%99s oceans is worth an ad hoc scrutiny not only in the light of the enhanced presence of the EU in the international arena but also because of a strategic interest that the EU has developed in recent years. Issues such as marine spatial planning, piracy, the preservation of the marine environment and the navigational use of the Arctic %E2%80" just to give a few examples %E2%80" have been for long at the top of the agenda of the EU and, occasionally, a reason of divergence between the EU and its Member States.Both the EU and its Member States are parties to the 1982 United Nations Convention on the Law of the Sea on the basis of the principle of attributed powers, according to which each contracting party assumes the rights and obligations deriving therefrom to the extent allowed by their respective competences. The recent practice has, however, shown that uncertainties if not outright clashes may indeed arise. Several contentious cases have been brought to attention of the Court of Justice of the EU either by way of infringement proceedings or because of alleged inconsistencies between EU law and international maritime treaties to which the Member States themselves are contracting parties.All of the above... and more is at the heart of the Summer School on European Union and the Law of the Sea, to be held for three consecutive years (2015-2017) alternatively in Italy and in Germany.

Target group
The ideal candidate will have completed a five- or at least a three-year long university programme in law, political science, international relations, maritime studies, marine science, maritime conomy or equivalent. Students enrolled in a University programme lasting longer than three years, who are at least in their fourth year and with an interest in the field will also be considered.Ph.D. students, post-doctoral researchers and young professionals in any of the above areas are encouraged to apply.The working language of the summer school is English; a good command of English is therefore essential and evidence of proficiency may be requested.

Please watch this space for further information, including a detailed programme.University of Genoa post-doctoral fellows will deliver presentations concerning their current research in the area (covering, inter alia, eco-terrorism at sea, maritime regional cooperation inside and outside the EU and participation of the EU to relevant international organizations).



Credits info
9 ECTS Participants who actively participate in the whole course and successfully complete the assigned coursework will be issued with a certificate of attendance.The course has been credited by the Department of Law of the University of Genoa with 9 ECTS (European Credit Transfer and Accumulation System) credits.

Fee info
EUR 750: The fees indicated above cover tuition and study materials only. Travel, accommodation and all other contingent costs (including insurance coverage) will have to be born by the individual participants directly.Registration fees will not be reimbursed in case of cancellation or no show.A limited number of single and double occupancy rooms have been reserved for participants at "Soggiorno marino pensione San Giuseppe" until 10 June 2015, with the possibility for guests to apply for half board treatment at the following competitive rates: 37 for bed & breakfast, double room (shared); 46 for half board, double room (shared); 43 for bed & breakfast, single room; 53 for half board, single room.Rooms will be allocated on a strictly "first come, first served" basis and participants who are not allocated a room there will be required to make their individual arrangements.In order to place a reservation at the "Soggiorno marino pensione San Giuseppe", prospective participants are required:- to contact the above-mentioned establishment by e-mail at the address info@pensionesangiuseppe.it;- to send their message, in c.c., also to summerschool@eu-los.eu;- to specify whether they are requesting a single or a double room (in the latter case, they will be allocated a room to be shared with a participant of their own gender).
