The Organization for Security and Cooperation in Europe: Emerging Instruments for Comprehensive Peace & Ensuring the Human Dimension in Holistic Security The course covers the world's largest regional security organization and its 57 member states from Europe, Central Asia and North America and its activities of a wide range of security issues of promoting conflict prevention, fostering economic development, ensuring sustainable use of natural resources and realizing the full respect of human rights and fundamental freedoms. The OSCE comprehensive understanding of security will be fully reviewed regarding the three dimensions of the politico-military; the economic and environmental; and the human. The course will cover the extensive and thorough systems of international standards in the field of human rights protection through policies and programs of non-discrimination, democratization, good governance and rule of law. The course will review the core institutions of the Office for Democratic Institutions and Human Rights covering the role of High Commissioner and Special Representatives of significant themes undermining security.The course reviews the role of the High Commissioner on National Minorities (HCNM) that approaches security from earlier possible stage that could lead to an escalation of conflict. The High Commissioner addressees areas of concern where tensions could become a potential threat to security and advocates development of democratic institutions that create a culture of human dimension of the OSCE. Also significant will be the review of the OSCE Representative on Freedom of the Media and Special Representative and Coordinator for Combatting Trafficking in Human Beings at the OSCE. A thorough detailed description of the office daily efforts to promote compliance with OSCE commitments to the human dimension will be analyzed.The course covers the interconnectedness and complexity of the human dimension of security highlighting the roles of the OSCE institutions to raising public awareness and engage in quiet diplomacy. The ability of the OSCE institutions to conduct country visits and propose specific legal language for national laws based on in-depth reports on substantive issues relating to security in the member states.The OSCE insightful interaction with officials implementing the wide variety of projects regarding protection and promotion of the human dimension is a phenomenal feature of the Human Rights Program. Participants delve into the uncertainties of realizing the human dimension of security and develop an understanding of the OSCE institutions. The intensive instruction allows for creative classroom interaction that offer opportunity to complement study in the classroom with visits to the OSCE headquarters in the Hofburg Congress Center and direct meetings that allow for direct dialogue with decision-makers responsible for the world's only inter-governmental institution mandated to protect and promote media freedom as well as other institutions.

3 ECTS Participants will receive a certificate of participation at the end of the summer school and all necessary documentation to validate the course at their home university.
