Training Programme for Junior Experts in the Commission Delegations (JED)

The Junior Experts in Delegation Programme is aimed at providing qualified University graduates from EU Member States with invaluable experience in the European Commissions External Service Delegations situated in developing countries. The initiative is sponsored by the European Commission and the Member States of the European Union.


A Junior Expert is employed as a full member of the administrative and technical staff of a Delegation for a period of two years. The programme provides young professionals with experience and comprehension of EU institutions and their procedures.


To be eligible for this programme the applicants must:


- have citizenship of an EU Member State.
- be not more than 30 years of age on 1 January of the year in which they are selected by the Commission .
- have a University degree or equivalent qualification, preferably in economics, engineering or agriculture, or other fields relevant to the Commission?s work in third developing countries.
- have a perfect command of English and/or French and a minimum knowledge of the other and where appropriate, another language much used in the region concerned.
- preference will be given to candidates with minimum one year, maximum four years professional experience (of which maximum one year with the European Commission).


Potential candidates should direct their completed application forms with a letter of motivation to the relevant Member State Permanent Representation and/or Home Department where applicable.
The application must be supported by documentary evidence of the applicant's education, training and, where appropriate, professional experience. Candidates from the 27 Member States are able to apply.

BENEFICIARIES OF THE PROGRAMME


Eligibility criteria remain the same at one important exception: the age limit, previously set up at 30 years, is withdrawn to respect new legal obligations in this matter. Therefore, the applicants to the programme shall, as in the past, satisfy the following criteria:


a have completed the equivalent of a university course and obtained the relevant leaving qualification, in particular in the following areas :


* political sciences;
* economic issues and common trade policy;
* press, communication and information;
* justice, freedom and security ;
* rule of law, institutional developments and good governance ;
* environment, energy ;
* agriculture and fisheries, rural development ;
* management of aid to cooperation and development.


a have a perfect command of English or French (C2) and good knowledge of the other (B2), and where appropriate, sufficient knowledge of a third language much used in third countries;


Preference shall be given to candidates with minimum one year and maximum four years professional experience (of which maximum one year with the European Commission).


If selected, candidates shall be declared fit to serve in a third country by the Commissionas Medical Service.
