This course gives an understanding of basic questions regarding operating, investing in a business in Russia and negotiating with Russian partners. It begins with a brief overview of Russian economic reforms of 1990-s and its main actors. The course addresses also the modern structure of Russian economy management and programming including the analysis of the latest strategies of social and economic development adopted by the Government.

Special emphasis is placed on the priorities of Russian economy development and mechanisms of its realization such as National Priority Projects, Federal Target Programs, Special Economic Zones, etc. The impact of the world financial and economic crisis on the Russian economy and the steps of Russian authorities to respond to this crisis are analyzed as well.A brief analyze of the Russian legal system, based on statutory law rather than case law is provided. We will look through the main legal acts regulating business system; interrelation of international law, international treaties and domestic norms; particularities of the litigation process concerning a commercial or tax dispute in Russia; competition policy and activity of Federal Antimonopoly Service (FAS).

The course underlines Russian tax policy and accounting requirements, especially for foreign investors. There are significant accounting differences between Russian accounting standards and International Financial Reporting Standards. Current regulations restricting foreign access to 39 strategic sectors of the Russian economy (nuclear energy, natural monopolies, military and special machinery, the space industry, and subsoil development) are analyzed as well as the activity of Government Commission on foreign investments control and capital outflow, capital repatriation regulations.Russia has its own way in business which is reflected in corporate culture and hierarchical structure of Russian companies, in particularities of negotiations with Russian partners.

The analysis of Russian fortunes before and after 2008-2009 crisis helps us to understand the profound motivations of Russian owners and their behavioral characteristics. The history of the most popular Russian brands (including brands created by foreigners for Russian market) gives us an insignia of Russian consumers' perception. Russian economic landscape is not complete without review of such an original form of business entity as State corporations (Noncommercial partnership) which now include all main industrial especially engineering companies.

The main swings and roundabouts of State corporations are discussed.Being the biggest country in the world, Russia has a very diverse business climate which varies from one region to another, as well from one sector to another. That's why it's useful to look through the potential and risks of business operating in different environments, taking into consideration priorities of state authorities as well as the recommendations of foreign consulting firms and trade missions.Russian export and import requirements are a subject of special interest for entrepreneurs.

Russia's customs policy has seen several important areas of development, including lowering of customs duty on imports of technological equipment, simplification of the customs clearance process, tighter customs control after customs clearance of goods, further development of customs integration in the Commonwealth of Independent States, the Eurasian Economic Community, Union State of Russia and Belarus. A brief study of commodity structure of Russian export-import operations as well as its main trading partners gives us the concept of Russian foreign trade activity.

Every business entity has to solve such vital problems as staff recruitment and business security. Russia has special strict requirements concerning expatriate staff recruitment. The Labour Code establishes that the employment relations of all employees working in Russia are governed by Russian legislation (regardless of citizenship or status, or that of their employers, unless otherwise stipulated by an international agreement).



Security problems concern corruption, problem of raiders and judiciary lacking independence. Special laws and initiatives are launched but real progress remains to be made.Large business units interact not only with authorities but with society as well. Two main directions of this interaction are analyzed - the influence of business on mass-media and traditions of social and corporate responsibility in Russia.The course includes the thorough study and free discussion of the main issues concerning doing business in Russia.

The aim is to provide a foundation for the students to understand main problems and perspectives of doing business in Russia, negotiating with Russian partners. However, some economic background (completion of Economic theory course including Microeconomics and Macroeconomics) is desirable.
