Why is it that macho states like Putin's Russia accepts the Council of Europe's moratorium on the death penalty and has not officially executed a single Russian citizen since 1999 whereas China executes thousands of its citizens each year? Why is it that faraway U.S. firms voluntarily comply with European Union standards for the production of plastic? And why do the Arabs turn to NATO when their struggle against local dictators becomes desperate?
