The Organization for Security and Cooperation in Europe: Emerging Instruments for Comprehensive Peace & Ensuring the Human Dimension in Holistic Security The course will cover the ever evolving consensus on comprehensive and cooperative security embracing the approaches entailing the consideration of political, economic, environmental and human dimensions of security and its direct link to democracy. Another component of the course will be the historical review from a conference and process to the first consistent and stable forum for East-West dialogue during the Cold War and the subsequent transformation to an intergovernmental institution providing a framework for direct coordination and diplomatic cooperation through collaborative community. The evolution and increased engagement in security embracing not only human rights and fundamental freedoms but also other issues of a related humanitarian character will be explored from the Helsinki Final Act specifically basket III through the follow-up meetings in Belgrade, Madrid and Vienna resulting in the OSCE today. The course will provide comprehensive analysis of the initiatives resulting from the meetings such as the Vienna Followup Meeting, where the Human Dimension Mechanism was first established that created multiple avenues for advocacy to prevent conflict and promote peace.The course will cover the extensive and thorough systems of international standards in the field of human rights protection as well as the instruments for implementation of the ideals of human security including the Ministerial Council and Permanent Council. Since the Budapest decisions Chapter VII, paragraph 5, the Permanent Council regularly deals with the human dimension in various initiatives that will be covered in the course including the informal Supplementary Human Dimension Meetings and OSCE Human Dimension Seminars as well as dispatching ad-hoc fact-finding missions to analyze, assess and act in situations of tension and potential conflict in the spirit of preventative diplomacy. Other important instruments that deserve consideration during the course are the culture of the Chairman-in-Office as well as the OSCE Parliamentary Assembly. Of course, there will be review of the instruments of the Office for Democratic Institutions and Human Rights with its multiple roles of early warning reports and country missions. Participants will obtain an overview of the Organizations for Security and Cooperation in Europe as well as its renewed role in the current world affairs including emerging conflicts dominating media headlines related to the human dimension.From Vancouver to Vladivostock, the course will cover the emerging field of human security in the Organization of Security and Cooperation in Europe from its headquarters in Vienna. The intensive instruction will allow individuals to attend actual sessions of the OSCE Permanent Council and interact with ambassadors and field officers focusing on peace and conflict resolution as well as determining the human dimension in the daily lives of people desiring dignity in their quest for equality. The unique undertaking allows participants to learn in the classroom and live the experience of the OSCE firsthand at the historic Hofburg Congress Center in the heart of Vienna in various creative exchanges from observing official meetings and informal briefings with OSCE officers.

3 ECTS Participants will receive a certificate of participation at the end of the summer school and all necessary documentation to validate the course at their home university.
