Public Finance in Hungary

The course provides an analysis of the changes in the Hungarian public finances from the 1988 tax reform and explains the roots of contemporary difficulties emerged and of different policies used by central and local governments in public finance. Topics will be examined from an applied perspective with emphasis on the comparative evaluation of public financial systems. Equal emphasis will be put on both revenue and expenditure sides of public budget as well as their structures.

Each student is expected to read and digest all the material indicated in the course outline and be prepared to discuss them. By the end of this course, students should have attained the following objectives:

1. To understand government's role in the economy through its fiscal policies, the effect of the economy on government's revenue base, and the influence of economic theories upon government's taxing and spending policies.

2. To understand the role that political processes and ideology play in influencing taxing and spending, influencing what constitutes an appropriate response to a financial problem, and enhancing or constraining a given financial management practice.

Prerequisites: None, but the course is recommended for students studying economics or social sciences.
