The course will be divided in two parts: the first will cover the history and conceptual foundations of program evaluation, while the second will be devoted to an in-depth discussion of the types of research designs most frequently used in this field. We will start with the interrupted time series design, where the effect of an intervention on the level or trend of a dependent variable is assessed.
The impact of gun control on suicide is a case in point: we introduce a new law and look to see if the trend in suicide changes as a response. The second type of design we will treat in detail is the comparative change design, where the success of an intervention is judged by comparing changes in two kinds of groups, the experimental group and the control or comparison group. The evaluation of a new teaching method may serve as an example: one group of student receives the new method, while the other gets the old one, and we compare changes in the level of achievement in the two groups.
The third type of design we will talk about is the control time series design, which combines elements of the previous two types of designs. The last type of design we will cover is the regression discontinuity design, which is especially suitable for evaluating programs that are allocated on the basis of need or merit. Overall, completing this course will make you competent user of a wide variety of methods commonly employed in program evaluation. You will have a firm grasp of both the general logic underlying these methods and the technical details necessary to actually implement them.

Governments all over the world introduce programs to reduce crime and poverty, to combat infectious diseases, to lower fertility, or to improve traffic safety. The aim of this course is to present statistical techniques that can be used to assess the effectiveness of these programs.
