Human right in risk situation

The Universal Declaration of Fundamental Human Rights and Liberties, lunched with more than half a century ago, has represented a great victory of democracy. I t has offered the essential premises of human protection against any abuses and obstructions of the individual liberties and also has concomitantly stimulated the affirmation and the valorization of the capacities participative to the progress of societies.

Meanwhile an unanimous reflection inspired by the social realities has raised: vulnerable, disfavored persons and groups remained exposed to important social risks: the restriction of access to the decent level of welfare, to a proper life quality, intolerance and discrimination, prejudice of individual dignity, health risks, social integration risks etc.
