Economic prosperity is an essential precondition for all policy objectives. In the enlarging European Union economy, the social and labor market policies stand at the basis of growth and development performance and employment efficiency.



This is why, among it's goals, the Treaty of Rome mentioned several goals related to the social and labor policy such as the right for workers to "negotiate and conclude collective agreements", to have "protection against unjustified dismissal", and to receive "social security benefits and social services... in the case of loss of employment"). EU made big efforts to implement the European social policies as a requirement to its members. But because of national differencies in the heterogeneous welfare systems, the EU adopted the « open method of coordonination ».

This leaves effective policy choices at the national level, but tries to improve these through promoting common objectives and common indicators, and through comparative evaluations of national policy performance.
The final provisions of III.210, in fact, state that "The European laws and framework laws: (a) shall not affect the right of Member States to define the fundamental principles of their social security systems and must not significantly affect the financial equilibrium of such systems; (b) shall not prevent any Member State from maintaining or introducing more stringent protective measures compatible with the Constitution."
