Functional relations
In the Ministry of Defense, the National Defense University "Carol I" is subordinated directly to the Minister of National Defense, but it also has connections with the Ministry of Education and Research and with all other central structures of The Ministry of Defense, such as the General Staff, the general staffs of all categories of forces, the Directorate of Management and Human Resources.
International cooperation
During the past years, the activities of international military cooperation organized by the National Defense University "Carol I" have had as a goal the development of relations with similar institutions all over the world in order to accelerate the reform of military education towards a new organizational conception.
After the Revolution of December 1989, there were numerous experience exchanges, participations in international exercises, symposiums, conferences, which gave us the possibility to improve our syllabus and a better mutual understanding, having as a final goal the alignment of higher military training in the National Defense University "Carol I" with similar institutions from countries that are already NATO members.
It is a great honor for us to mention that our institution was visited during the past years by several foreign military and civilian personalities, among which Manfred WORNER and Javier SOLANA, secretary generals of NATO, King HARALD V of Norway, prince Charles, ministers of defense and heads of staff from over 20 countries, commandants of defense universities and academies, members of foreign Parliaments and other foreign military and civilian personalities.
The National Defense University "Carol I" is a full-rights member of PfP Consortium of Defense Academies and Security Studies Institutes, having an active presence in the study groups and workshops of this international organization.
FACULTY OF COMMAND AND STAFF
The Faculty of Command and Staff is a functional education unit in the NDU "Carol I" that organizes and develops superior military education at a university level, designed for graduates from former military schools of active officers that functioned until 1993, with 2 and 3 year degrees, who wish to complete their studies and obtain a licence diploma
THE WAR COLLEGE
The War College is the result of the merger, on October 1, 2003, between the College of Command and Staff and of the Superior College of Staff. The college focuses on the training of commanders, staff officers and of experts (both military and civil). They are selected in order to fulfil missions of command and expertise in the domains of defence and security, like: scientific research studies and scientific research activities so much needed by the structures that deal with these domains. The present form of the structure functions from September 1, 2004.
CENTRE FOR THE MANAGEMENT OF THE DEFENCE RESOURCES AND EDUCATION
The Centre is a basic unit of the NDU "Carol I" specialized in training personnel from the structures of management of the defence resources, as well as of the didactic and management personnel from the system of military education. The college includes a Department for the Training of Didactic Personnel formed of teaching personnel from the Section for the Management of the Defence Resources and Education Sciences.
CRISIS MANAGEMENT AND MULTINATIONAL OPERATIONS COLLEGE
The Crisis Management and Multinational Operations College (CMMOC) was established on 1st of October 2005 as a result of the PfP Regional Training Centre (PfPRTC) transformation. Along with the reshaped PfP RTC it also comprises the new created Crisis Management Training Centre (CMTC). As an element of the National Defense University "Carol I" in Bucharest the CMMOC is to educate and train personnel from EAPC countries in NATO doctrine and procedures, multinational operations, crisis management, special operations, combating terrorism and CIMIC operations. .
FOREIGN LANGUAGES DEPARTMENT
As part of the NDU "Carol I", the Foreign Languages Department has as a goal the creation and development of linguistic competence of the civilian and military personnel of the Ministry of Defence whose type of activities require such abilities. The main objective of the Department is to organize the process of foreign language learning at the highest standards. During its 50 years of existence the Department went through numerous changes, now enjoying a solid national prestige.
CENTRE FOR STRATEGIC STUDIES OF DEFENCE AND SECURITY
The centre was founded on November 1st, 2000 under the name of Centre for Strategic Studies of Security as a scientific research institution of the General Staff. Beginning with June 1st, 2003 by order of the Ministry of Defence it became part of the Academy of Advanced Military Studies. On September 1st, 2003, when the institution became the NDU, the Centre changed its name to the Centre for Strategic Studies of Defence and security. Numerous research studies were elaborated here, also the "Strategic Impact" review, the "Strategic Symposium" and the "Hominis" Yearbook.
THE ADVANCED DISTRIBUTED LEARNING DEPARTMENT
The Advanced Distributed Learning Department has been created in autumn of year 2005, in fully accordance with the Romanian Government Decision no. 1011/2001 in order to set up the technical and operational framework for distance learning activities.
The main goal of the ADL Department is developing of the “Carol I” National Defense University capabilities to distribute the tailored knowledge and courses packages anywhere and anytime for individual and team permanent education and training. The ADL Department focus on enhancing the e-education and e-training inside the European and National e-learning model and fully compliant with the NATO ADL standards.
